With Stop Watch and Lasso

You might recall a story posted here a couple months ago, about some proposed legislation before the Los Angeles City Council, that would have limited the speed of bicycles traveling along city streets to six miles per hour. That legislation was being considered in September 1893, and nearly two full years later (July 1895) was still, apparently, a hot topic of conversation (or maybe a topic of hot conversation):


Interestingly, over the intervening two years, the six mile per hour limit had been increased by an extra two miles per hour.
